Pakistan was represented at the United Nations Responsible Business and Human Rights Forum held In Bangkok, Thailand
Pakistan was represented by Federal Secretary, Ministry of Human Rights, Mr. Abdul Khalique Shaikh, at the UN Responsible Business and Human Rights Forum held in Bangkok on 16–17 September 2025. He highlighted Pakistan’s progress under the National Action Plan on Business and Human Rights (2021–2026), including ratification of ILO conventions, development of a Human Rights Due Diligence law, and SECP reforms on gender pay gap reporting, while emphasizing regional cooperation to advance responsible business practices.

Workshop on Enhancing Transparency in Corporate Reporting Through Strengthened Disclosure Practices and Human Rights Due Diligence, Lahore
The Ministry of Human Rights in collaboration with Transparency International Pakistan, organized a workshop titled “Enhancing Transparency in Corporate Reporting Through Strengthened Disclosure Practices and Human Rights Due Diligence.” The event was brought together senior representatives from 17 listed companies along with key government stakeholders.
The Deputy Director, Ms. Khaola Batool, in her keynote, detailed Pakistan’s National Action Plan on Business and Human Rights (2021-2026) and introduced a practical tool, the Human Rights Due Diligence (HRDD) Checklist to help businesses structure their human rights assessments and integrate them into annual reporting.
The workshop featured a presentation from the Punjab Human Rights Department on provincial NAP-BHR implementation, highlighting landmark laws like the Punjab Domestic Workers Act, 2019, and the Punjab Home-Based Workers Act, 2023. There was a constructive discussions focused on the evolving regulatory landscape and the necessity of multi-stakeholder cooperation to promote business integrity.

Ministry of Human Rights (MoHR) hosts Civil Society Consultation on Implementation of NAP-BHR (2021-26)
The Ministry of Human Rights (Mohr), in collaboration with the European Union (EU) delegation to Pakistan and the United Nations Development Programme (UNDP) Pakistan, convened a civil society consultation on the implementation of Pakistan’s national action plan on business and human rights (NAP-BHR) in Islamabad. The consultation brought together members of civil society to deliberate on strengthening the role of stakeholders in advancing responsible business practices in Pakistan particularly human rights due diligence.

Federal and Provincial Consultations on Implementation of NAP-BHR (2021-26)
The Ministry of Human Rights, in collaboration with UNDP Pakistan, organized a series of consultations in Islamabad, Karachi, Lahore, Peshawar, and Quetta from 23rd May to 18th July, 2025 with government departments and private sector stakeholders at federal and provincial level. These consultations focused on promoting inclusivity, to review progress achieved, strengthening workplace protections, and enhancing the effective implementation of human rights due diligence in business practices. Participants discussed measures to prevent discrimination, ensure equal opportunities, and foster responsible business conduct. Representatives from government, civil society, and the private sector explored strategies to advance and localize the NAP-BHR across Pakistan.

5th meeting of Inter-Ministerial and Inter-Provincial steering committee on the National Action Plan on Business and Human Rights
The Ministry of Human Rights held the 5th Meeting of the Steering Committee on the National Action Plan on Business and Human Rights, chaired by Federal Minister Senator Azam Nazeer Tarar. Participants reviewed progress on due diligence, labor rights, and gender inclusion. The Federal Minister emphasized improving safety in the mining sector and stressed upon the development of unified Labour Management Information System (LMIS). The Committee endorsed the Annual workplan of NAP-BHR for the year 2025–26.

The Ministry of Human Rights organized a meeting with private business entities to discuss the German Act on Corporate Due Diligence and the EU directive on Corporate Sustainability Due Diligence (CSDDD).
The Ministry of Human Rights held a meeting with private sector representatives, including FPCCI, OICCI, SAARC Chambers, Islamabad Industrial Association, and Pakistan Business Council, to discuss the German Act on Corporate Due Diligence and the EU Directive on Corporate Sustainability Due Diligence (CSDDD). The Federal Secretary highlighted Pakistan’s alignment with human rights standards under the National Action Plan, while participants reaffirmed support for promoting due diligence in the business sector.

Provincial consultations on implementation of National Action Plan on Business and Human Rights
The Ministry of Human Rights, in collaboration with UNDP Pakistan, organized consultations in Lahore, Karachi and Peshawar from 25th June to 12th July 2024 with provincial departments and representatives from private sector. Discussions focused on initiatives under Priority Area 02 (Anti Discrimination, Equal Opportunity and Inclusion) and 03 (Human Rights Due Diligence) of NAP-BHR, updates from the Provincial Steering Committee, and implementation of the Human Rights Due Diligence Framework. Participants reaffirmed their commitment to advancing the NAP-BHR at the provincial level.

4th meeting of Inter-Ministerial and Inter-Provincial Steering Committee on the National Action Plan on Business and Human Rights
The Fourth Meeting of the Inter-Ministerial & Inter-Provincial Steering Committee on the National Action Plan on Business and Human Rights (NAP-BHR) was chaired by Federal Secretary for Human Rights, Mr. Allah Dino Khowaja, on April 30, 2024. Attendees included senior officers from federal ministries, provincial departments, and private stakeholders. The Committee stressed upon the importance of implementation of action points related to social inclusion and elimination of gender disparity in Pakistan’s business sector as well as introducing human rights due diligence framework in the country. The Committee decided to make parallel provincial mechanisms on implementation of NAP-BHR fully functional to ensure timely implementation of these action points.

Federal and Provincial workshops on HRDD regulatory roadmap
The MoHR organized workshops at the Federal and Provincial levels on the Human Rights Due Diligence (HRDD) regulatory roadmap in Islamabad, Lahore, Karachi, Peshawar, and Quetta from 6th September to 17th October 2021. The workshops aimed to identify policy gaps, strengthen regulatory frameworks, and promote responsible business practices under the National Action Plan on Business and Human Rights (NAP-BHR). On the same day, an awareness-raising workshop on HRDD was held in collaboration with the FPCCI to engage the business community in promoting responsible business conduct and integrating human rights into bussiness operations.

The UN Responsible Business and Human Rights Forum
The Ministry of Human Rights participated in the UN Responsible Business and Human Rights Forum held in Bangkok from 06–09 June 2023, representing Pakistan at the high-level plenary. The delegation shared Pakistan’s experience in implementing the National Action Plan on Business and Human Rights (NAP-BHR), aligning with the forum’s theme, “From Commitment to Action.”

The 4th UN South Asia Forum on Business and Human Rights
Ministry of Human Rights represented Government of Pakistan in a delegation comprising of representatives of Ministry of Overseas Pakistanis and Human Resource Development and Securities and Exchange Commission of Pakistan in the 4th South Asia Forum on Business and Human Rights held in Khatmandu, Nepal from 20th March-22nd March, 2023. The forum provides a learning platform and an opportunity to share experiences in this field. Ministry of Human Rights also participated in a panel discussion on the role of Governments in South Asia with respect to implementing NAP-BHR particularly the challenges in this regard.

MoHR and Nepalese delegation hold collaborative session on NAP-BHR
Ministry of Human Rights hosted a Nepalese Government delegation comprising of senior representatives from Ministry of Labour, Employment and Social Security; the Ministry of Industry, Commerce and Supplies; the Ministry of Law, Justice and Parliamentary Affairs; Office of Prime Minister and Council of Ministers; the National Human Rights Commission of Nepal; and UNDP Nepal. The purpose of this visit was to learn from Pakistan’s experience in formulation and implementation of National Action Plan on Business and Human Rights. Pakistan took this lead role as currently it is the only South Asian country having exclusive National Action Plan on Business and Human Rights.

Stakeholder meeting with business community, Sialkot
A meeting with the business community was held regarding the implementation of Pakistan’s NAP on BHR. Prominent business entities such as the Women Chamber of Commerce and Industry Sialkot, Pakistan Textile Council and several associations on sports, garments, and surgical instruments were invited to the event on November 3rd , 2022 in Sialkot.
